Texas Council of Chief Academic Officers is dedicated to advancing higher education in Texas. The organization is open to chief academic officers and system academic officers of any public Texas university or system. Current membership represents 37 Texas universities, five system offices, and two organizations.

Regular meetings are held from 3-4:30 p.m. on the Wednesday preceding each quarterly meeting of the Texas Higher Education Coordinating Board. Typically, this is the last Wednesday in April, July, and October. In addition, a 1.5-day retreat is held in January or February of each year. In odd-numbered years, these retreats are held in Austin.

Membership is restricted to chief academic officers and their primary reports of Texas public universities, system academic officers, and other Texas higher education officials proposed by the Executive Committee. Annual dues are $150 for the chief academic officer and $100 for each additional member.
